World Government
The World Government is a political power similar to a dictatorship established by Park Mujin after the end of Ragnarok. It governs over most of the Earth, and country borders no longer exist. [2]

Under Park Mujin's policies which focused on humanity's development, humanity achieved significant medical and technological developments, such as the Wi-Fi power sharing system. Illnesses such as cancer were now curable (albeit the cure was only available to limited people) [1], and fossil fuels were replaced with borrowed power. [2]
​
It was built upon the lie that the Monkey King (regarded as Satan) attacked humanity alongside his grandfather, and as such were treated as war criminals. [2] Those who knew the truth and refused to ally with Mujin were also treated as war criminals who allied with Satan.
Policies
Albeit racism became a word that could only be found in dictionaries, the World Government highly favoured Power Borrowers, which resulted in discrimination and segregation.

Non power borrowers often barely had any human rights and had much less opportunities to live a proper life. They were often offensively called "dead batteries". Those who were enrolled in the army were equipped with bombs in their suits, often becoming, voluntarily or not, suicide bombers. [7]

Due to New Korea accepting non power borrowers as immigrants, during the war, the army of the World Government was permitted to kill any emigrants. Because of all the non power borrowers mass migrating, the social infrastructure started falling apart with no one to run the garbage dumps or maintain the hygiene at public facilities. The government also started to suffer from critical food shortages. [14]

Albeit the World Government had made significant medical developments, advanced treatments that could be used to treat illnesses such as cancer couldn't even be bought with money- they would only be offered to World Government agents, known as Executives, and their relatives [1]. To have a chance at becoming an Executive, being a power borrower was the bare minimum. [6]
​
Elections would often be rigged in favour of Park Mujin, and competitors would often be revealed to be on his side. Any political figures within the World Government who posed a threat to him would be swiftly assassinated [7], and summary public executions were permitted and even encouraged. In essence, the World Government was a dictatorship. [8]

After the war against New Korea, the World Government led by Park Ilpyo abolished all policies favouring power borrowers and made it its priority to form an alliance with it. [11]

World President
Like dictators, this position holds total power over the government. World Presidents are elected through democratic vote.

​World Leaders
They are the leaders of former countries. Albeit they are not as powerful as the World President, they still hold massive political power. They were all assassinated at Park Mujin's orders.

They are agents that work directly under the World President. They are separated in groups.

Team Alphabet - They are usually tasked with overseeing the GOH Tournament, and are regarded as the strongest executives.

Team Latin - A team specially trained to combat Han Daewi.

Team Lost Number - The executives in this team are captured Morning Crows who were promised mercy in exchange for participating in human experiments. They were modified to self destruct when they lost the will to fight.

Team Generation X - They're made up of only Generation X humans, led by Dean Agnes.

Anti-Borrowed Power Special Squad 432 - A squad Park Mujin personally created. [15]

Assassination Squad: Shadow - A group made up of nano-machine reinforced humans. [12]

Team Gilgamesh - Executives under Park Ilpyo's direct control. [10]

Other teams - Not much is known about other teams, but Executives are usually identified by numbers; Heal Meyer was identified as "Medic", Code Number 0446. [9]
Relationships with other political powers
Sometime 5 years after its establishment [3], the World Government engaged in a war against NEO NOX, which resulted in Commissioner S being rendered by Yoo Mira into a vegetative state.
17 years after Ragnarok, they kept each other in check. If the World Government were to attack it, NOX and Balhae would rise up against it. [5]

Albeit seemingly peaceful, their main goal was to assassinate Park Mujin and find Jin Mori who had been missing and assumed dead for the past 17 years. They kept each other in check. If the World Government were to attack it, NEO NOX and Balhae would rise up against it. [5]
​
Balhae regularly initiated terrorist attacks and guerrilla warfare in World Government territory, protesting against its pro-power borrower policies. They kept each other in check. If the World Government were to attack it, NEO NOX and NOX would rise up against it. [5]
​
New Korea was founded after Jin Mori waged war against the World Government, occupying the territory of Seoul. The World Government lost the war and was later on friendly terms with New Korea after Park Ilpyo replaced Park Mujin as the World President.
In the epilogue, after Park Ilpyo restored the Old Earth, the World Government was the only political power on the planet. [4]

[6] To become an Executive, participating in the GOH tournament and reaching the semifinals was mandatory. It was already extremely rare for a non power borrower to join the competition due to so many bans placed on martial arts and the like, and they blatantly disqualified any non power borrowers aswell, as seen with Fanimer being forcefully dragged out and placed in containment after Garuda nulled the power borrowing contract with him in chapter 354. The only instance of an executive not having a borrowed power is Heal Meyer.
